🔹 Project Manager (PM)

  • Focuses on the overall project delivery

  • Manages scope, time, cost, quality, and stakeholders

  • Uses traditional or hybrid methodologies

  • Directs and controls the project team

🔹 Scrum Master (SM)

  • Focuses on team performance and Agile practices

  • Facilitates Scrum events and removes blockers

  • Promotes self-organization and continuous improvement

  • Acts as a coach and servant leader


Can One Person Be Both PM and SM?

✅ Yes, but mainly in small teams or startups with limited resources.
❌ Not ideal for large or Agile-focused organizations.


⚠️ Why It’s Not Recommended in Most Cases:

  • PM directs; SM supports — different mindsets

  • Role conflict may hinder team autonomy

  • Mixing roles can weaken Agile values


💡 When It’s Possible or Acceptable

  • In early-stage startups with limited resources.

  • On small-scale Agile projects with lightweight governance.

  • If the person has strong knowledge of both traditional and Agile methods.


👥 Alternative Approach

  • Let the Scrum Master focus on Agile practices and team facilitation.

  • The Project Manager handles external stakeholder communication, budgets, and timelines.

In Agile projects, Product Owner + Scrum Master + Agile Coach (if needed) often replace the traditional PM responsibilities.


Best Practice:
Keep roles separate where possible. This ensures better clarity, stronger team dynamics, and true Agile execution.
